| Mr I. Al OB moved from Baghdad in the 30’s after intense tribal fighting with other tribes to lands surrounding Kirkuk. King Faisal asked permission from Sheikh Mahmood who controlled the North saying that the OB’s were Bedouins would not stay and move on. The OB’s have gone from Bedouins to a powerful land owning tribe since the ‘30’s? Yes. Originally from Syria and the Iraqi /Syrian border today they have many members in Iraq b o t h S u n n i a n d S h i a from around Baghdad to Syria to Kirkuk. Bashir village, originally all Turkish now a l l A r a b f r o m t h e O B a n d Al Brie-arsh tribe (fookhoot of the OB tribe) since the Turkish expulsion in 1980……. It was a big mistake by the Americans destroying the Iraqi army. All weapons distributed to the Intelligence and party members were signed for because the officers were responsible. Because the army was destroyed now there is no means of tracing, recovering these weapons. Chalabi asked the Americans to destroy the army in case they tried to turn against the Americans or the new government. But there are so many unprotected arms dumps in this country I don’t think it would have made any difference . True, but it wasn’t with the people only the army. | Before Saddam Hussein
came to power if a sheikh ordered the presence of any individual in his fookhoot that individual had no choice but to obey and present himself at the sheikhs house. If he refused the other members of the fookhoot would bind him and drag him to the sheikh or even kill him without hesitation. When SH came to power he reduced this power of the sheikhs over the individual members of their fookhoots. Before the Ba’ath party the sheikhs owned all the lands and they decided all matters particularly employment, who was to go where, do what etc. When the BP came to power they immediately began infiltrating the tribes offering people jobs with the government so they were no longer dependant on their sheikhs and the obligation which came with that. There are many attacks on CF for eg. because the BP diluted the power of the tribes and the sheikhs and sub-sheikhs don’t have the same authority as before i.e. before they had such authority that one word from them and the attacks would stop. Whenever possible they like to attack directly after a visit to a (sub)sheikh to drive a wedge between the sheikhs and the CF because the CF will automatically assume it was the SS who drew them into the attack. |

| There is a difference
in attitude about the attacks that are happening around the country. They object to attacks on the ING and the police but there is indifference to attacks on CF which are not considered as terrorism but as resistance. An individual in our area will never be punished for carrying out these attacks but will be told to go and do it elsewhere. We cannot hide or protect these individuals. If you don’t attack the Americans they don’t attack you. This is not a war but random attacks around the country. The Sunni in your area are indifferent to the CF presence in Iraq? We don’t discuss this openly (face to face with the Americans) but we want the Americans to leave. Why? You feel occupied? Yes. Of course. As civilians, non-armed, all Western visitors are more than welcome, American, British, Australian, it’s no problem. It’s the guns and the armour we don’t like. |

| Honest opinion, if
the CF pulls out do you believe there will be an increase in inter-ethnic violence? Yes, definitely. It will be a huge problem. There will be killing in the streets. And the civil war in Iraq will begin here in Kirkuk because of Kurdish claims on the city. It is not just for them. It is for everybody. I don’t know what the Shia in the South would do, whether they would come to fight, probably not, but if the Kurds are granted Kirkuk all the Arab Sunni fookhoots, every single one of them from Mosul, Haweeja, Ramadi etc will come to fight here. The OB’s and the other fookhoots, our cousins are all over Central, Western and Northern Iraq. |

want the CF to leave whatever the consequences and the other half want the security forces up, running and effective before they leave. I will speak just for our area. The Americans made a big mistake giving so much authority to Kurdish figures in Kirkuk. At the checkpoints if you are in Arab dress they will put you through a full search. If you are Kurdish they will just say, “Go brother” The first checkpoint at the entrance is the face of the city. Another eg., Every morning I put a TCP in front of the camp. If I behave badly and not respect the workers, engineers etc they will not blame me but will blame my boss. They will say that he is in the wrong position and should not be in charge. There are many attacks on the ING and the police because of the high Kurdish presence. |

| Do the Iraqis
understand the connection between the projects and the military presence i.e. if the military leaves, the projects end? Because I don’t think many people do make that connection . I know that some people think that it is fine to attack CF patrols at night and line up for work on CMOC projects during the day. The street talk/belief is that these projects are paid for with funds from stolen oil. Do they believe the Iraqi gov. will spend as much on projects if America pulls out? They don’t trust the new gov. It was the Americans who put Talabani, Jafari etc. in power. It wasn’t the people who voted for them. They have done nothing for the Iraqi people in terms of basic services such as power, water etc. Ever since the modern term of ‘Iraq’ has existed no-one has ever done anything for the people, even well before SH’s time under the monarchy. |

Ba’ath party is still strong, responsible for many attacks? Yes, definitely and many of the members are still in Iraq. The first day I started here the Ba’ath party guys threatened me, being an agent etc. In the towns and villages how are the ex BP members regarded, are people afraid of them? People are not afraid of them now. They are saying that the attacks are always carried out by foreigners financed from the outside against the Islamic religion. The people who are organizing the suicide attacks have sold their religion for money. |
